Adam offers clients a wealth of experience in the municipal sector, in addition to real estate development, renewable energy, transactional matters, economic development initiatives, and policy creation and guidance. He joined WLJ after serving as Pulaski County Attorney for a decade.

Professional Experience

Adam Fogleman offers clients strategic guidance based on his wealth of experience, following more than a decade in the Pulaski County Attorney’s office, and before that as a litigation-focused private practice attorney and deputy prosecuting attorney. He is uniquely positioned to aid civic and business leaders and public officers to successfully navigate difficult circumstances and transactions, and to design tools that expand opportunities and improve quality of life. Adam also offers guidance to government officials and public and private leaders on complex statutory, operational, and policy matters. He is dedicated to efficiency, accountability and the stewardship of public resources, and brings with him deep experience real estate development and property law, transactional matters, renewable energy, energy efficiency, economic development initiatives, municipal/county law, public agency authority, public finance and open records law.

Adam’s experience includes:

  • Co-authored Acts 579 and 818 of 2025. Act 579 updated Arkansas’s PACE enabling legislation to expand finance offerings. HB1855 set out a procedure available to all fire protection services to adjust district boundaries, ensuring that no area of the state is left without fire protection service;
  • Co-authored Act 464 of 2019, which contributed to or directly resulted in significant customer-led market investments in renewable energy facilities in Arkansas;
  • Led Pulaski County’s effort to utilize renewable energy and simultaneously conserve county revenues, resulting in the construction of a solar array nearly 5 mW in size and capable of offsetting approximately 90% of Pulaski County Government’s electric demand at $0 direct cost to County, with expected savings to the County of $10m+ over the life of the solar service agreement;
  • Authored Act 740 of 2017, which expanded opportunities for the development of cooperative associations or corporations for Arkansas’s under-invested communities;
  • Designed and implemented an operational PACE (property assessed clean energy finance) program in Pulaski County, which has resulted in approximately $3 million in direct funding for energy efficiency improvements and renewable energy facilities, and contributed $30 million in new investment in Pulaski County;
  • Spearheaded acquisition of Pulaski County’s Energy Performance Contract, which addressed approximately $10 million in deferred maintenance, paid for through energy cost savings thereby avoiding the need to raise new revenues to address Pulaski County’s deferred maintenance backlog;
  • Served as vice chair for the City of Little Rock Targeted Community Development Initiative, authoring substantive portions of City of Little Rock Ordinance No. 22,304, providing for the modifications of various procedures and land use regulations; and
  • Represented Pulaski County Government and its elected officials in litigation, including successful litigation at all levels of the Arkansas judiciary, and advised on all aspects of leadership and operation.

He participated in the Kennedy School of Government Executive Education Program at Harvard University, earning a certificate in Authentic Leadership Development, and he is a member of the Delta Leadership Institute Class of 2016-2017.

Community Involvement/Recognition

Adam is passionate about real estate development, the revitalization of historic communities, and traditional neighborhood development. He co-founded real estate development and construction firms and has led or collaborated on dozens of developments in and around Little Rock’s historic Pettaway neighborhood. He is a member of the board of the nonprofit Downtown Little Rock Community Development Corp., a long-time provider of affordable housing options for renters and homebuyers.

He serves as vice chair for the Arkansas Advanced Energy Foundation, as a board member for Habitat for Humanity of Central Arkansas, and is a member of the Congress for Rural Resilience and the Pulaski and Arkansas Bar Associations. He is a member of First United Methodist Church of downtown Little Rock. 

About

Adam is a graduate of the William H. Bowen School of Law where he was awarded Top Paper in Administrative Law. He earned his Bachelor of Science in Aviation from Henderson State University and is a licensed commercial single & multi-engine pilot.

Adam’s favorite pastime is exploring Arkansas’s natural beauty with his son, Jude.
